While the ten Guilds of Ravnica hold tremendous sway in the plane, not all citizens prescribe to any particular power. In fact, the overwhelming majority of Ravnicans are considered “Guildless” or “Gateless,” enjoying neither the benefits or problems of allying to any one guild. This doesn’t mean a Guildless citizen has zero interaction with the guilds; a shop owner can still sell Golgari-grown produce after receiving starting capital from the Orzhov Syndicate. However, this easily means that same shopkeeper can run into trouble faster than a guild-protected merchant if he’s not careful enough.
Which leads to a small percentage of this population becoming extremist Guildless, individuals who go so far into saying that the Guildpact is detrimental to the average citizen, only tearing the city apart in inter-guild conflict. The Guildpact has preformed its function to unify waring factions thousands of years ago, but now it is an archaic document that only promotes the same chaos it was supposed to diffuse. If given the chance, the City could run on its own they say, and do everything in their power to erode the power of the Guilds as a whole.
